Louisville Metro Council Approves Cigar Bar Exemption to Smoking Ban

Cigar enthusiasts in Louisville no longer have to travel across the river to Indiana to enjoy a smoke with their drink. The Louisville Metro Council has approved a new exemption to the city’s smoking ban, allowing smoking in certain cigar bars that meet specific criteria.

Under the ordinance, establishments can permit cigar and pipe smoking indoors if they satisfy the following requirements:

  • They must hold a valid quota retail drink license for serving alcohol on the premises.
  • At least 15% of their gross revenue must come from the sale of cigars, pipe tobacco, related accessories, or humidor rentals.
  • Patrons under the age of 21 are not allowed to enter.
  • Only cigars and pipes may be smoked—cigarettes, vaping, and other smoking products remain prohibited.

Additionally, eligible businesses must obtain an annual smoking license, ensure smoke does not infiltrate neighboring spaces, provide a designated smoke-free delivery zone, and post clear signage to inform visitors that smoking is allowed inside.

The ordinance, sponsored by Councilman Anthony Piagentini, took effect immediately upon passage.
